Members Present: President Geoffrey Dyer, Vice President Vicki Jacobi, Secretary Candace Duron, Tori Furman, Kristi Richards, Tony Thompson, Juana Escobedo, Debora Rodenhauser, Sara Wallace, Greg Golling

The meeting was called to order at 12:20 p.m.

 

Public Commentary

  • None

 

Action Items

 

Minutes of January 30, 2019  Meeting

  • The January 30 minutes were accepted by unanimous consent.

 

Administrative Retreat Rights

  • Review of BP 7250.
  • Review new AP 7251
  • Administrative Procedures (AP) are the purview of the Superintendent/President.
  • Board Policy (BP) required two readings by the Board of Trustees.
  • On a motion from Vicki Jacobi, seconded by Juana Escobedo, the revisions to BP 7250 and the new AP 7251 were approved to move forward to Senate of the Whole.

 

Separate Course Review of Distance Education Addenda

  • Adam Bledsoe explained the interest of the the Distance Education Committee to update the Distance Learning Course Approval Form.
  • The distance learning approval process must be documented separate from the course approval process. Title 5 requires a separate review process for courses taught in a DE modality.
  • Discussion: the clarity of the form itself, the procedures of the approval process, the quality of DE courses/instruction.
  • Greg Golling is unclear at what would constitute a non-approval.
  • Juana Escobedo recalled a time when an Art class was not approved to be offered in a DE mode.
  • Adam Bledsoe shared an example of a DE approval from/process from Foothill College.
  • It is within the charter of the Distance Education Committee to update the approval form.

 

California Virtual Campus – Online Education Initiative Progress

  • Adam Bledsoe gave an update on the TC courses submitted for OEI/CVC.
  • We are making a good faith effort to be on target for the 20% online course section approval for OEI/CVC.
  • There is an interest in developing a local POCR team with at least one person from each division to expedite the approval process.
  • If someone is interested in participating in the @one POCR training, contact Adam.
  • Tony Thompson asked a question regarding eligibility of athletes and the courses through OEI/CVC. Adam will look into it and get back to Tony.
  • The Cranium Cafe technology equipment request for Counselors was approved. @one online counseling training is being offered. Candace Duron and Tori Furman are currently in the class/training. Juana Escobedo, Darcy Bogle, and Chris Flachmann are signed up for the next offering.

 

Assigning Courses to Disciplines

  • Vicki Jacobi gave an update on the assigning courses to disciplines.
  • The Curriculum and General Education Committee is assigning courses to disciplines and noting it on the Course Outline of Record supplemental sheet.
  • The Curriculum and General Education Committee is not deciding minimum qualifications.

 

Information/Discussion Items

 

Award of California Academic Partnership Guided Pathways Alignment Program (CAPP GPAP) Grant

  • Vicki Jacobi provided an update. Taft College has been awarded the CAPP GPAP Grant.
  • There is a need to get more of the faculty from TUHS involved.

 

Criteria and Process for Prioritizing New Faculty Position Requests

  • Reviewed BP 7120 Recruitment and Hiring. The criteria and process for recruitment and hiring is to be in join agreement with the Board of Trustees.
  • TC has a BP but not an AP on the topic.
