The meeting was called to order at 12:00 p.m.

Public Commentary

  • Thank you to Whisper, the Student Trustee, for attending.
  • The agenda has been re-ordered, action items listed first.

Action Items

Approval of Minutes of April 18, 2018 meeting

  • No changes, approved by consensus.

California Academic Partnership Program

  • Review the California Academic Partnership Program: Capacity-Building Grant (CBG) for Guided Pathways Intersegmental Alignment requirements
  • Juana Escobedo volunteered to attend the Central Valley Higher Education Consortium CoRequisite Workshop.
  • The grant application is due September 4, 2018.
  • The CBE award is $12,000; this is an exploratory grant.
  • There is an interest in counseling to reach out and partner with the local high school feeder schools primarily on topics such as AB705 and guided pathways. The grant will help with that effort.
  • Participation in the exploratory grant is required for consideration in the implementation grant to follow.
  • On a motion by Vicki Jacobi, seconded by Tori Furman, the California Academic Partnership Program grant was approved to move forward to the Senate of the Whole as it pertains to academic and professional matters in 10+1.

Credit Hour Calculations

  • Vicki Jacobi and Juana Escobedo attended the Curriculum Institute in July. One of the workshops was on the calculation of the credit hour.
  • Reviewed the ppt presentation from ACCJC given at the Curriculum Institute with particular attention to the Revisions of CCR, Title 5 section 55002.5.
  • Reviewed Taft College AP 4020.
  • Academic Senate can make policy recommendations. AP’s are approved by the President. BP’s are approved by the Board.
  • With curriculum submission this October, the college is being asked to submit both the AP and BP on Program and Curriculum Development.
  • On a motion by Kelly Kulzer-Reyes, second by Greg Golling, abstained by Vicki Jacobi, the update of credit hour calculation language to AP 4020 recommendation was approved to move forward the Curriculum Committee and to Senate of the Whole.

Academic Senate Noncredit, Legislative, and Guided Pathways Liaisons

  • ASCCC encouraged local senates in Fall 2015 to establish a liaison for CTE, Non-Credit, and Legislative. During this same time, updates were being made to our local constitution and bylaws. The CTE liaison was written into the constitution and bi-laws and provided a seat on Senate Council. Recently, ASCCC has also asked for a Guided Pathways Liaison.
  • Vicki Jacobi has signed up with the Chancellor’s office as the Guided Pathways Liaison. Kelly Kulzer-Reyes will volunteer as the Legislative Liaison once approved by the Senate. There currently is not a non-credit program at TC still, Vicki Jacobi will sign up to receive emails as part of Curriculum co-chair.
  • The guidelines on setting up a liaison gives discretion to local senates; it could be small groups of faculty or an individual.
  • One option is to take volunteers from Senate Council to serve as the liaisons.
  • Candace Duron commented that if the CTE Liaison is in the constitution and bylaws and is given an additional vote/representation in Senate Council, then the other liaisons should also. This would keep things consistent.
  • Diane Jones recommended taking volunteers and testing it out for six months or so before changing the constitution and bi-laws.
  • On a motion by Vicki Jacobi, seconded by Tony Thompson, abstained by Candace Duron and Tori Furman, the volunteers from ASC for Vicki Jacobi – Guided Pathways Liaison and Kelly Kulzer-Reyes – Legislative Liaison, was approved to move forward to Senate of the Whole.

Minimum Qualifications and Equivalency

  • Reviewed AP 7211 Faculty Service Areas, Minimum Qualifications, and Equivalencies.
  • Reviewed West Kern community College District Equivalency Determination form.
  • Reviewed Title 5 section 53203
  • Three things are to be considered when determining equivalencies to meet faculty minimum qualifications: coursework, experience, eminence.
  • Discipline faculty have authority over determining faculty minimum qualifications and equivalencies; Human Resources should not be pre-screening and making the determination.
  • On a motion by Candace Duron, Seconded by Kelly Kulzer-Reyes, the request to ASCCC for faulty minimum qualifications and equivalency training was approved to move forward to Senate of the Whole.
