The Early Care and Educators (ECE) Club mission is to create an opportunity for ECE students and all interested students to engage in activities outside of the classroom that promote ECE classes and careers.

Early Childhood Educators Club Constitution


  • Article I – Name and Colors

    Section 1: The name of this organization shall be the Early Care Educators Club of Taft College.

    Section 2: The official colors shall be Black and Gold.

    Section 3: The identity mascot shall be the Cougar

  • Article II – Membership

    Section 1: All duty registered students, enrolled in a minimum of five units at Taft College, in good standing, and holders of a current activity card shall be among the active members of the Associated Student Body of Taft College All students interested are invited to attend.

    Section 2: Only active members of this association shall vote in elections, hold office, receive awards and other benefits, or represent this association in any way.

    Section 3: Honorary membership in this organization may be conferred upon any person by a two-thirds vote of the Executive Board.

    Section 4: College Faculty and the Board of Trustees shall be honorary members of this organization.

  • Article III – Qualifications for Terms of Officers

    Section 1: A candidate for elective office shall:

    • Clause 1: Be an active member of the Associated Student Body of Taft College.
    • Clause 2: Have maintained at least 2.00 average for all courses taken at Taft College.
    • Clause 3: Be regularly enrolled in Taft College carrying a minimum of five units.
    • Clause 4: Any officers of the Executive Board who has three unexcused absences during a semester shall be subject to dismissal from office he/she holds by a two-thirds vote of the Executive Board.

    Section 2: All elective officers shall hold office for one college calendar year.

    Section 3: All officers shall function in accordance with the constitution and special ruling of the Executive Board.

    Section 4: All elective officers shall be active in “Leadership Training.”

  • Article IV – Executive Officers and Appointments

    Section 1: The “president” of this association shall be appointed and shall:

    • Clause 1: Act as chairperson of the Executive Board and this association.
    • Clause 2: Fill all and any vacancies, elective and appointive, created by resignation or disqualification, subject to majority approval of the Executive Board. If a vacancy is not filled within ten (10) school days, a special election will be called to fill the vacancy.
    • Clause 4: Appoint and dissolve committees not provided for this constitution and by-laws.
    • Clause 5: Vote only to break a tie.
    • Clause 6: Be an ex-official member of all committees.
    • Clause 7: Be responsible to establish and carry out the selection and approval process for all Executive Board Members.
    • Clause 8: Exercise such other powers as have been granted to him/her by this constitution or shall be granted to him/her by the Executive Board in accordance with this constitution.

    Section 2: The “vice president” of this association shall be elected by a majority of the Associated Student Body and shall:

    • Clause 1: Assume the duties of the chairperson during his/her absence and succeed to the office upon the resignation or disqualification of the chairperson.
    • Clause 2: Be responsible for the formation of an election committee and shall serve as chairperson of this committee.
    • Clause 3: Be responsible for the formation of a budget committee which shall prepare a yearly ECE budget no later than one month after the beginning of the fall semester.
    • Clause 4: Exercise such other power as have been granted him/her by this constitution or shall be granted him/her by the Executive Board in accordance with this constitution.
    • Clause 5: Be responsible for the formation of a publicity committee.

    Section 3: The secretary of this association shall:

    • Clause 1: Keep accurate, written minutes of proceedings transmitted during Executive Board meetings. Maintain a complete and current file of all such minutes in the executive board office and submit copies to the ASB Interclub Commissioner and ASB advisor.
    • Clause 2: Prepare and post a typewritten copy of the minutes of the meeting of the Executive Board.
    • Clause 3: Conduct all official correspondence in the name of the ECE Club, when so directed by the Executive Board chairperson, and shall keep accurate files of all said correspondence and such other records as are deemed necessary.
    • Clause 4: Conduct such other secretarial duties as specified by the Executive Board chairperson.
    • Clause 5: Be responsible for preparing and distributing the Executive Board agenda.

    Section 4: The treasurer of this association shall.

    • Clause 1: Be responsible for making and signing all checks requests and making all deposits related to the ECE fund and make a weekly financial report to the Executive Board.
    • Clause 2: Keep accurate financial records of all expenditures and deposits and maintain an accurate running balance of the ECE Fund.

    Section 5: The “activities coordinator” of this association will be elected by the ECE Executive Board and shall:

    • Clause 1: Act as chairperson of this association in the absence of the chairperson, vice- chairperson, secretary, and treasurer.
    • Clause 2: Be responsible for the organization of all activities committees.
    • Clause 3: Be responsible to formulate an activities calendar.
    • Clause 4: Be responsible for the promotion of athletic and social events.
    • Clause 6: Division appointees must be active in leadership training.
    • Clause 7: Any appointee of the Executive Board who has three unexcused absences during a semester shall be subject to dismissal from the position he/she holds by a two-thirds majority vote of the Executive Board.
  • ARTICLE V
    • Clause 1: Meetings must be called by an officer of the Executive Board with approval of the advisor.
    • Clause 2: A quorum (majority) will consist of one vote more than 50% of all membership.
    • Clause 3: Robert’s Rule of Order will be used.
  • ARTICLE VI

    Section 4: The Executive Board of this association shall:

    • Clause 1: Have the power to legislate and execute all articles and sections of this constitution.
    • Clause 2: Represent the association in the internal and external affairs.
    • Clause 3: Require all officers and members of this association to comply with the provision of this constitution.
    • Clause 4: Hear reports of all officers and committee chairperson of this association, and any other reports by members or outside organizations.
    • Clause 5: Approve interim appointments made by the Executive Board chairperson to fill vacancies in the Executive Board, created by disqualification, resignation, or other causes for the remainder of the semester.
    • Clause 6: Exercise supervision and control over all expenditures from the executive Board and Associated Students funds.
    • Clause 7: Approve annually a yearly Associated Student Body general fund budget not later than one month after beginning of the spring semester.
    • Clause 8: Set the price of Associated Student Body cards for the following year in the spring semester of the current year with administrative approval.
    • Clause 9: Shall have the right of free discussion in its meeting and show responsibility on behalf of the association.

    Section 5: Each member of the Executive Board shall have one vote.

    • Clause 1: An Executive Board member may not delegate his/her voting power without a two-thirds vote approval by the Executive Board.

    Section 6: The advisor shall be present at Executive Board meetings and shall act in that capacity.

  • Article VII – Appointments
    Section 1: The Executive board shall appoint their successors during the spring semester three weeks prior to graduation.
