Services
The Taft College Institutional Research and Planning (IRP) Office promotes student success and institutional effectiveness by:
- Providing to the college community access to accurate, timely, and relevant information and associated analysis for decision making;
- Facilitating the program review process;
- Supporting strategic planning; and
- Guiding the accreditation self-evaluation process and other accreditation functions.
The IRP Office also monitors compliance with accreditation standards, informs the Taft College community of potential deviations from compliance, and acts as liaison between the College and the Accrediting Commission.
The IRP Office achieves its mission by identifying, collecting, processing, analyzing, and reporting by a variety of research methods, results, and other information essential to program review and planning, institutional strategic planning, policy formulation, resource allocation, assessment results, and institutional effectiveness.
In addition, the IRP Office continuously monitors the college environment and takes action when the College deviates from accreditation standards.

The Vice President of Information and Institutional Effectiveness
With over 15 years of experience in higher education, Dr. Xiaohong Li proudly serves as Vice President of Information and Institutional Effectiveness/Chief Technology Officer (CTO) at Taft College. She oversees Information Technology Services (ITS) and Institutional Research (IR), Planning, and Assessment. Her main responsibilities include leveraging technology and data to strategically benefit the campus community. She focuses on enhancing information security, streamlining and integrating ITS, and expanding the data analytics framework. One of her key priorities is to drive data-driven decision-making by ensuring data accessibility, relevance, and equity.
Dr. Li also serves on the Equity and Diversity Committee for the Chief Information Officer Association within the California Community College System, taking pride in system-wide initiatives that foster a diverse and inclusive workplace culture where every voice is valued. She wholeheartedly believes in the power of community where students, staff, and faculty unite to uplift one another and create a brighter future for all.
Before joining Taft College, Dr. Li worked for Sam Houston State University (SHSU) for more than 10 years. Starting as a Graduate Assistant, she worked her way up through various leadership roles to be named Director of Institutional Research. Beyond her directorial responsibilities, Dr. Li excels in data visualizations, skillfully conducts advanced statistical and Enterprise Resource Planning (ERP) analyses, and enjoys Structured Query Language (SQL) programming.
Dr. Li earned her Doctorate in Education with a focus on Higher Education Leadership from SHSU. She received her Master of Land Development from Texas A&M University and her Master of Science in Statistics from SHSU.
